2025 Case Studies Portal
Introduction
Participants in the BCE Professional Practices: Compliance Program are asked to review the following case studies with their syndicate group members prior to the 2 day face to face component of the program.
Please note, there are no case studies provided for module 1.
During the 2 day program participants, in syndicates and on an individual basis, will be provided with opportunities for sharing and debriefing the case studies with peers.
These case studies have been developed in consultation with BCE subject matter experts (SMEs). These case studies have ground truth exemplifying incidents or are matters that have arisen within the operating environment of BCE. Such case studies are for teaching purposes and the SMEs will provide an overview of key issues and compliance matters material to each case study for future reference.
*NB External experts may also provide additional case studies and scenarios as part of the program.
Module 2 - Risk management
This module provides detail around good governance within BCE to ensure effective and transparent processes for decision making. It ensures BCE is accountable in meeting civil, legal, and canonical obligations. BCE is guided by principles of governance including accountable and responsible administration, robust risk management, and ethical standards and values.
Module 3 - Financial stewardship
This module details regulatory requirements to ensure financial viability and government funding eligibility of BCE as the governing body and its 146 schools. Good financial governance within BCE provides for oversight of school budgets and financial plans, ensuring contracts and arrangements are at arms-length, and ensuring robust financial management procedures including delegations and approvals.
Module 4 - Education accreditation
This module provides detail around accreditation requirements to provide educational programs that promote continuity in learning experiences, provides learning appropriate to student’s phases of development, and is responsive to student needs. BCE is also required to provide an education program consistent with the Australian curriculum and Alice Springs (Mparntwe) Education Declaration.
Module 5 - Safeguarding
The Safeguarding module considers the legislative requirements and the objective of creating a safe environment for students and adults-at-risk when they engage with BCE and its schools. This commitment is to provide an environment in which students and adults-at-risk feel safe and are safe from abuse and exploitation.
Further to civil legal requirements, BCE and its schools are required to comply with the National Catholic Safeguarding Standards (NCSS).
Module 6 - People and safety
This module details the regulatory requirements in relation to work health and safety and the employee lifecycle. BCE takes a strategic approach to effective work health and safety and people management applying legislative requirements and ethical principles. The employee lifecycle includes attraction, selection, appointment, health and wellbeing, performance and development, and separation.
